PURPOSE:To obtain high availability and to save labor by automating the discrimination and separation of an insulator to be tested which enters a dielectric breakdown state and the reapplication of a high voltage. CONSTITUTION:Insulators 10(10A-10N) to be tested are supported individually at a driving part 12 for air pressure, etc., and a changeover switch 14 is provided on the earth electrode sides of the insulators 10. The switch 14 is switched and connected to an insulation resistance measurement part 16 by a switching control part 15 which operates with the operating signal of an overcurrent protecting circuit 4. Its output is received to discriminate the insulator 10 to be tested which enters the dielectric breakdown state and the driving part 12 which supports the discriminated insulator 10 is driven and released from contacting a high voltage conductor 3 electrically. Then, a discrimination control part 17 generates the high voltage again. Consequently, the insulator which enters the dielectric breakdown state is discriminated and separated and a high voltage circuit is turned on again automatically.
