PURPOSE:To execute rapidly the input processing of an image by reading plural drawings with a different scale, expanding, reducing, rotating or shifting the read image and overlapping and processing it on a display device. CONSTITUTION:A topographic map 70, which is the background of a pipe network drawing 50, is automatically read by an image input device 71 and the pipe network drawing 50 as a facility drawing is automatically read by an image input device 51. The topographic map data and the pipe network drawing data are stored to the memory of a computer 80. The computer 80 expands, reduces, rotates or shifts the topographic map and the pipe network drawing and overlaps and processes them on a display device 90.
