PURPOSE:To facilitate starting of a heat exchanger containing an organic heat medium from a cold state by heating the low-temperature portion of the heat exchanger containing the heat medium with a heat exchanger containing water. CONSTITUTION:A high-temperature fluid flows as shown by an arrow 1 and a low- temperature fluid flows as shown by an arrow 2 thereby to form a counter flow. In case where a heat exchanger group is started from a cold state, the vapor of an organic heat medium heated in an evaporator 5 rises up along a rising connecting pipe 6. A liquid of the heat medium produced by a condenser 7 falls along a falling connecting pipe 8. However, since the temperature of both connecting pipes 6 and 8 are still less than the solidifying temperature of the heat medium, the heat medium is cooled and solidified within the pipes. Steam evaporated in an evaporator 9 rises up along the rising connecting pipe 10 almost simultaneously with the evaporation of the heat medium of the evaporator 5. A part of the steam heats the connecting pipes 6 and 8 via a branched pipe 11 thereby to preventing the heat medium from solidifying, and starting is facilitated. When a temperature sensor 13 detects that the temperature of the organic heat medium has become continuously more than the solidifying temperature, a control valve 14 is closed, and the supply of steam for heating is stopped.
