PURPOSE:To identify the changing process of the scene within one scene by continuously storing the scene made of plural frames, extracting the changing parts of plural scene of the said frames, synthesizing them in one scene to transmit it. CONSTITUTION:A video signal outputted from a television camera 1 is sample with a Nyquist interval set at approximately 0.5sec, and one frame of picture information is fetched. The video signal which is an analog signal is converted 2 to a digital signal. The output of the conversion obtained as a scene (still picture) is stored in a picture memory 3. A scene already stored and one newly stored are compared with each other, and whether there is a change in the scene or not is checked and compared in a central control part 4. And the data, in a transmission in a central of a scene to be transmitted that is constituted based on the scene stored in the memory 3, is transmitted to a communication line 7 by a data transmission control circuit part 6.
