PURPOSE:To save useless time and to improve the communication efficiency by deciding from which transmission speed the training is to be started based on past communication history with respective opposite parties. CONSTITUTION:In the communication with a registered opposite party, the transmission speed at past p-time communication is stored in a memory. The training is started from a faster transmission speed from the next communication to an opposite party communicated at a transmission speed B for n-time or over among p-time. The training is started from the transmission speed B from the next communication to an opposite party communicated at the transmission speed B for m-time or over (p>n>m). The training is started at a slow transmission speed C to an opposite party less than m-time.
