PURPOSE:To increase the efficiency of utilization of a gas blown into a molten steel to refine the molten steel by hitting the blown gas against a baffle to disperse bubbles and to make them fine. CONSTITUTION:When a molten low C steel 1 is refined, gaseous O2 diluted with gaseous Ar is blown into the molten steel 1 stored in a refining furnace 6 from a tuyere 8 and the blown gas strikes against a baffle 7A to disperse bubbles 2 and to make them fine. The total surface area of the bubbles 2 is increased and the bubbles 2 are more uniformly distributed in the molten steel 1 to accelerate a gas-metal reaction.
