PURPOSE:To simplify cutting and sealing jobs, by cutting off an unnecessary edge of a synthetic resin film for making a bag by a cutting blade with an electric heater and sealing it integrally by the heat. CONSTITUTION:A flat film material A composed of a printed flat film is folded into two portions in a way to be wound to a roller 1. When the folded film passes through a blade table 4 located at the front half of a cutting blade 2', an unnecessary portion 5 of the edge to be sealed of the folded film is cut to a tape shape so that the folded film forms a cylindrical shape by a blade unit which is located at a seal starting position and provided with the cutting blade 2' with an electric heater formed to an arc shaped body 2 with its front portion lowered. On the other hand, a sealing position remaining in the inside of the cutting blade 2' is slided to the arc body shape 2 of the cutting blade 2' so that the film is integrally sealed by the heat of the cutting blade 2' and the it is wound to a winding roller 1. Thus, cutting of an unnecessary portion and a sealing job can be simplified.
