PURPOSE:To set quickly the rotational frequency of an engine to a desired one in the subsequent start by storing the output of an intake regulator based on the output of a rotational frequency regulator and intake amount of the engine or the like in a intake regulating amount memory circuit in the stoppage of the engine. CONSTITUTION:When an error DELTAN is generated in rotational frequency, a rotational frequency regulator 6b is operated to generate the output in the direction of reducing the error DELTAN. This output is given to a switch 7a constituting a rotational frequency regulation stopper 7 and passed through the switch 7a when the output is smaller than a limit value. On the other hand, when a error DELTAQ is generated in intake amount, an intake regulator 9b is operated to generate the output in the direction of reducing the error DELTAQ. This output is given to a switch 10a constituting an intake regulation stopper 10 to generate a value generated by a converter 10b according to a desired intake amount Qt when the output is larger than the limit value. And an intake controlling valve 12 is controlled on the basis of the switch 10a. On the other hand, an intake regulating signal is stored in a memory circuit 9c.
