PURPOSE:To certainly prevent the leakage of a liquid, in a manual operation type dispenser wherein a pressurized liquid is formed into a vortex stream by a spinner, by constituting an outflow value so as to certainly lock the same at an OFF-position. CONSTITUTION:A nozzle cap 45 is retracted and integrated with a spinner 78 and an outflow valve 76 to press the outflow valve 76 to valve seat 73. A press means 92 prescribes the advance of the spinner 78 between the spinner 78 and an upper bent part 52 when the nozzle cap 45 advances. When the nozzle cap 45 is further rotated to be allowed to advance, engaging parts 97, 98 are engaged to obstruct the advance of the spinner 78. If a trigger is shaken in this state and a liquid is sucked up to a pump chamber to be pressurized, the pressurized liquid flows through the outflow valve 76. Because the pressurized liquid does not flow to a groove 91 and a recessed part 90, said liquid is not formed into a vortex stream and made to flow out from an orifice 53 in a liquid form.
