PURPOSE:To make the fair copy of a document including not only a character, but also a ruled line, when the number of characters obtained from a recognition result is more than that of characters possible to be inserted within a frame, by inserting overflown characters to the next line, and expanding the frame by one line in a line direction when the lines of the frame are filled. CONSTITUTION:The ruled line is removed from a picture inputted from a picture input part 1, and a recognition object character is segmented, and the feature quantity is extracted. A distance calculating part 6 finds a distance between the feature quantity of the recognition object character and the feature quantity of each character in a dictionary 7. A classifying part 8 designates the character having the minimum value out of the distances as the first candidate character. A block editing part 9 inserts the recognition result obtained at the classifying part 8 in the frame generated with the ruled line obtained at a ruled line extracting part 3. At such a time, the overflown characters when the number of the characters obtained from the recognition result is more than that of characters possible to be inserted within the frame, are inserted to the next line. Also, when the lines in the frame are filled, the fair copy of the document in which the ruled line is mixed is performed by expanding the frame by one line in the line direction, and inserting the characters obtained from the recogni tion result, and the result of the fair copy is displayed on a display part 10.
