PURPOSE:To provide the titled compsn. which has excellent applicability and moldability and is inexpensive, by mixing asphalt with a specified powdered rubber. CONSTITUTION:0.1-50pts.wt. blowing agent such as p,p'-oxybis(benzenesulfonyl hydrazide) is dispersed in 100pts.wt. (in terms of rubber) rubber latex during the course of the production of rubber such as natural rubber, styrene/butadiene rubber, polychloroprene rubber, silicone rubber, etc. The dispersion is dried by, e.g., spraying and powdered to obtain a blowing agent-contg. rubber powder (B) having a Mooney viscosity of 5-30 (100 deg.C). 100pts.wt. natural asphalt or petroleum asphalt (A) such as straight asphalt, blown asphalt, etc., is blended with 0.1-150pts.wt. component B and optionally, additives (C) such as a filler, a softening agent, a vulcanizing agent, a vulcanization accelerator, a stabilizer, etc.
