PURPOSE:To prevent a hobbing cutter from being broken, by providing a flywheel in the power system of the hobbing cutter, and by detecting a power cut-off so that the fixing of a workpiece to a table is released, thereby the cutter is moderately decelerated and stopped without the rotational speed ratio between the power system and the cutter being changed. CONSTITUTION:A flywheel 22 is provided in the power system of a hobbing cutter 1, and a clamp signal S5 or an unclamp signal S6 is delivered to a converter 12 for controlling a clamp device 13 for engaging and disengaging between a work table 5 and a workpiece 4. During operation a detector 23 detects a power cut-off, and therefore, when a signal S is delivered, the clamp signal S5 is turned off through an AND gate while the unclamp signal S6 is turned on through an OR gate so that the workpiece 4 is released from the table 5. Accordingly, the cutter applies a force obtained from the flywheel 22 to the contact surface of the workpiece 4 which become free so that the rotation of the workpiece is continued at a speed which is substantially equal to that before the power cut-off, so that the cutter 1 is decelerated moderately at the rotational speed ratio which is obtained before the power cut-off.
