PURPOSE:To simplify the driving mechanism of a flap by horizontally projecting an arm in the forward direction from the top end of said flap and connecting an arm pin provided on the end of said arm to a pivot pin provided on a hull on the upper part of said arm with a link. CONSTITUTION:A pivot pin 8 is positioned in between an arm pin 7 and a flap rotating fitting 10. And, the two pins 7 and 8 are connected by an oval link 5. Thereby, as a main rudder 2 is rotated at an angle alpha by means of a rudder shaft 9, a flap 3 is rotated by an angle beta to the main rudder 2. A control rod 6 is horizontally provided from the top part of the flap rotating fitting 10 to the rear end 5A of the link 5. And, the rear end 5A of the link 5 is meshed in zigzag with the end 6A of the control rod 6, like a gear. Thereby, when the main rudder 2 starts to rotate from its center position, the rear end 5A of the link 5 is pushed in the rotating direction of the main rudder 2 by the end 6A of the control rod 6, causing the link 5 to rotate centering around the pivot pin 8, to rotate the flap 3 in the same direction as the main rudder 2.
