PURPOSE:To minimize the starting power and also suppress noises by forming a valve such that the tip of the projecting part of a spring supporting member comes in a point contact with a closed container when the valve is caused to open. CONSTITUTION:When a valve is caused to open, a supporting metal fitting 8 goes up as it rotates, and accordingly, the No.2 spring 21 is compressed between a spring supporting member 15 and a closed container 5, and finally, the tip 19 of spring supporting member comes in a point contact with the top wall 22 of closed container. In the No.2 spring 21 are stored an elastic energy together with a twisting energy which are generated by said compression. And, when a valve element 12 reaches its totally closed position, an elastic energy and a twisting energy are stored in the No.1 spring 18. Therefore, the starting power required for shifting from the valve closed state to the valve opened state and also from the valve opened state to the valve closed state can be minimized.
