PURPOSE:To eliminate the need to go to a terminal office when the monitor/ control items are changed at the terminal office, by securing such a constitution where a center station loads the program data to an optional terminal office via a communication line. CONSTITUTION:In an initial action mode of a terminal office 2, for example, the office 2 is unable to perform its original working as long as no registration is given to a data table part. Thus the office 2 informs a program loading request to a center station 1 in accordance with a program loading request format. Then the station 1 loads a program (system data) to the office 2 via a communication line network 4 and communication lines 5 and 6 based on a program loading format.
