PURPOSE:To promote the decentralization of a system, and to form a channel with high reliability by decentralizing control memories to each circuit control part. CONSTITUTION:When a circuit state change is detected at circuit responding parts 111-11m, it is transmitted to a circuit control circuit 100 through an internal bus 102, and the necessary information are transferred between them through a control bus 70 and a control circuit 30, and when it is required to control the channel for the circuit where a circuit state is changed, the response of a time slot at a call memory 21 is changed by rewriting the corresponding address of a control memory 101. The control memory 101 is equipped with the same number of words equivalent to the number of circuits accommodated in a circuit control part 1i, and the information of the control memory, synchronizing with a time slot on an up call highway 4i, outputs the content of the control memory 101 corresponding to the circuit of the time slot to a control information highway 8i. Since the control information highway 8i is multiplexed at the second multiplexing part 24 similarly as the up call highway 4i, a synchronizing relation between them is maintained, and at a control part 25, data are read out in order from the call memory 21 according to the control information, then being outputted to a down super highway 61.
