PURPOSE:To easily pack joint materials in stable state by setting materials loading the forces of tidal waves coming into the apertures of banking blocks, which act on the joint materials, on the sea side rather than the joint materials. CONSTITUTION:The fitting hole 11 of the web 9 of a stopper 8 is matched with the fitting hole 7 of a flexible bag 4, a bolt 12 is thrust through the holes 7 and 11, and a presser metal 13 is set on the surface of the bag 4. A nut 15 is then clamped through a washer 14 to form a joint material. The flange 10 of the stopper 8 is coupled between the sea-side walls 2 of a caisson 1. A filler 16, e.g., underwater concrete with water and sand, is packed into the bag 4 and expanded in such a way as to closely adhere the bag 4 to the walls 2.
