PURPOSE:To accurately detect a deficiency in the remaining capacity of an on-vehicle battery by detecting the output voltage of the on-vehicle battery and the temperature of engine oil at the start of an engine. CONSTITUTION:When a switch 10 is turned on by operating an ignition key to start the engine, the output voltage of the on-vehicle battery 12 is supplied to a CPU26 through the switch 10 and a resistance 36. When the start of the engine is confirmed with the voltage, the temperature of the engine oil 20 detected by a temperature detector 22 and the output voltage of the engine oil 20 are read in the CPU26 through an A/D converter 28. Then, the deficiency in the remaining capacity of the battery 12 is detected based on the detected voltage and detected temperature. When the remaining capacity of the battery 12 is sufficient, a green lamp 40 illuminates to let a driver know that. Further, if the remaining capacity is deficient, driver's attention is attracted by a red lamp 42 and a buzzer 44. Thus, the deficiency in the remaining capacity of the battery 12 is detected accurately regardless of a decrease in the viscosity of the oil due to the temperature variation of the oil 20.
