PURPOSE:To avoid the scattering in temperature characteristic by providing an engaging hole on an engaging portion with a hook portion of a load lever for adjusting the expansion and contraction of a bellows, and engaging the hook portion with the engaging hole. CONSTITUTION:The vertical force of a bellows 7 is controlled through a load lever 9 by the spring force of a load spring 10, whereby a flap 5 is opened and closed to control the flow rate of cooling air. A hook portion 10' of the load spring 10 is inserted in an engaging hole 13 of the load lever 9 to be engaged. Accordingly, the hook portion 10' is prevented from shifting right and left, so that the scattering in temperature characteristic can be avoided to improve temperature accuracy.
