PURPOSE:To enable the heat-treatment of fine particles while the shape of said particles is held, by suspending fine particles along with carrier gas passing through a plasma forming area and introducing the same into a cooling area along with the carrier gas through the plasma forming area. CONSTITUTION:Stock materials 8 are successively evaporated at places where said stock materials 8 are put and line particles (alpha-Fe fine particles are formed in the vicinities of said places to flow in a flow passage 16 in a suspended state while being carried on carrier gas and reach a plasma forming area 31. Said fine particles are heated in plasma at about 910-1,390 deg.C to be formed into gamma-Fe fine particles. When gamma-Fe particles are guided to a cooling area 32 in a state suspended in the carrier gas, said fine particles are immediately cooled. Because gamma-Fe fine particles are quenched, said fine particles reach a recovery apparatus 26 in a state suspended in the carrier gas without being returned to alpha-Fe to be collected by a filter 28.
