PURPOSE:To allow only processing on a transmission side to communicate efficiently by outputting a transmission speed restoration command based on a normal response signal when the normal transmission of one page is made after its transmission speed is changed due to a communications fault. CONSTITUTION:A main control part 3 counts an abnormality signal transmitted from a reception side at the time of fall-back, and simultaneously controls a speed restoration command part 11a. When the normal communications of one page continues after the fall -back of the communications speed, the reception side returns a normal and signal. The speed restoration command part 11a instructs a MODEM9 to restore the transmission speed to the one before modification, and the MODEM9 raises the communications speed.
