When this gate 113 is migrated to the operating state, the G input of a latch 103 is controlled, and a data outputted from a latch 102 is inputted and held by the latch 103. At the same time, the output of the gate 113 resets the flag 122, and sets the flag 123. In this case, the operating condition of the gate 113 is not formed, said gate is migrated to a non- operating state, and the sequence is ended. That is to say, when the gate 113 is being operated, its adjacent gate becomes a locked shape, and the migration to its operating state is suppressed.
