PURPOSE:To reproduce exactly a data, irrespective of the change of a card carrying speed, and the change of a data recording density, by measuring actually a cycle of a clock pulse, forecasting and storing an arrival time of a data pulse, based n a clock pulse as a reference, and decoding the contents of each bit data from in a read output by using this forecasting value. CONSTITUTION:A clock pulse cycle T is measured actually by counting an oscillation clock, in a period of a permitting signal H, in a clock cycle counter 11 side. When the output of the permitting signal H is ended, the output rise of a binary-coding circuit 6 is held in a controlling circuit 8 side, and as soon as it rises, an initializing signal is outputted to a strobe generating circuit 12. As a result, in the strobe generating circuit 12 side, a counting value data of a counter 11 is read in response to the initializing signal, and thereafter, a frequency dividing operation is executed, and the strobe signal H is outputted repeatedly by a timing which has been delayed by T/2 from a clock pulse.
