PURPOSE:To form a cylindrical densed hardened layer of high strength under the ground by providing a horizontal jet nozzle, an angled jet nozzle directed toward the upper end, and an angled jet nozzle directed toward the lower end for an injecting rod. CONSTITUTION:A horizontal jet nozzle 3 is provided to the bottom 2 of an injecting rod 1, and an angled jet nozzle 4 directed toward the upper end and an angled jet nozzle 5 directed toward the lower end are provided to the upper part of the rod 1. Fresh water is injected from the nozzles 3-5, and the rod 1 is turned and penetrated to a given depth into the ground. A hardening agent is then injected from the nozzles 3-5 into the ground under high pressures while the rod 1 is rotationally raised. The hardening agent is jetted to the ground's surface from the nozzle 4, to the underground from the nozzle 5, and to the horizontal direction from the nozzle 4 to form a densed, high-strength, cylindrical hardened layer under the ground.
