PURPOSE:To provide simply a water-permeable portion by constructing a light- weight retaining wall manually by a method in which ribs with an inwardly widened rectangular groove having widened outer face are provided for one side of a cement plate. CONSTITUTION:A cement plate consists of a plate 2 provided with several parallel ribs 1 whose one sides are the same in height. Projected and recessed portions 3 for mutually fitting are formed on sides of the cement plate 2, and the outer face of the rib 1 is widened and an inwardly widened rectangular groove 4 is formed between the ribs 1. A bent plastic net 5 of small mesh is set in the groove 4 to form a water-permeable portion. Connectors 6 are provided to the outside of the nets 5. Since the cement plate having the water- permeable portion is used, light-weight retaining walls can be constructed manually and its construction cost can be reduced.
