PURPOSE:To prevent the picture deterioration of a reproduction picture due to the lack of code length by predicting and encoding an optimum code length distribution in adjacent blocks based on encoded data in an encoded block and a code length distribution. CONSTITUTION:A picture data (x) subjected to preprocessing is subjected to two-dimensional orthogonal transformation by an orthogonal transformation circuit 11, and a conversion data (y) is transmitted to an encoder circuit 12, which previously stores the decided allocated bit distribution table in a ROM, and encodes each conversion data (y) in the block B(1) to be initially encoded by code length (bit number) according to the distribution table. At the time of encoding the conversion data (y) in the block B(n), it is encoded by code length predicted from an encoded data f(y) in a block B(n-1). Thus code length regarding each data can be set to an optimum one. |
