PURPOSE:To reduce the cost of a telecontroller itself by centralizing and providing a voice recognizing device, an audio response unit, a voice mail device, and an automatic dialing device. CONSTITUTION:A switch SW is provided in a telecontroller 1, and a telephone line led into a home is connected to the home telephone or a central home controller 2 by this switch, and the number of response means such as a voice recognizing device 4, an audio response unit 5, and a voice mail device 6, plural public telephone lines, and an automatic dialing transmitter 7 having an NCU is reduced to a number rational with respect to traffic and they are centralized and provided in the common installed controller 2. Thus, not only the voice from the telephone in user's absence is recorded, but also recorded contents are delivered inexpensively as a voice mail to the place, where a user stays, or a registered destination on demand and emergency state occurrence information is reported inexpensively to plural other parties simultaneously.
