PURPOSE:To prolong the life of an ECD and to improve the decoloring speed by providing a load resistance inserted through in series to an electrode, and a circuit release means for setting the electrode to a release state after applying a coloring voltage and before applying a decoloring voltage. CONSTITUTION:A driving power source 11 generates the voltage difference of V between output terminals 11a, 11b, when a pulse signal (p) becomes on, and on the other hand, sets the output terminals 11a, 11b to an equal potential (0V), when the pulse signal (p) is turned off. This output terminal 11a is connected to an anode 2 through a switch 12 and a resistance 13, and also, the output terminal 11b is connected directly to a cathode 3. The switch 12 is turned on and off by the pulse signal (p) supplied from an oscillator 10, and the output terminal 11a of the driving power source 11 and the anode 2 are short-circuited, or released. That is to say, the switch 12 short-circuits the output terminal 11a and the anode 2, when the pulse signal (p) is turned off, and on the other hand, when the pulse signal (p) is turned on, thereafter, the output terminal 11a and the anode 2 are released after a prescribed time [a shorter time than the pulse width of the pulse signal (p)] is elapsed.
