PURPOSE:To improve the vertical resolution of a video signal and to maintain it constant irrespective of the still and moving states of an object by permitting a one-field before signal to interpolate a scan line with the aid of a moving vector. CONSTITUTION:The video signal inputted to an input terminal 1 is inputted to a one line delay circuit 2, a frame memory 5 controlled by the moving vector, a moving vector and vector moving area detection circuit 6 and a still area detection circuit 7. In terms of a moving picture doing the same action as that of the moving vector, it controls the frame memory 5, and a vector moving area is extracted from a preceding field to interpolate. For a still area, the frame memory 5 signal-interpolates the signal before one field. For parts other than the moving and still parts, the one line delay circuit 2, an adder 3 and a coefficient device 4 signal-interpolate a mean value on vertically adjacent scan lines.
