PURPOSE:To attain a perfect automation of a wire winding work by adjusting a winding pitch of a space wire by controlling a rotation of a rod-shaped fuel element and a movement of a winding means, and also, correcting a rotary shaft core of the fuel element. CONSTITUTION:A rod-shaped fuel element 2 which has been supported by a chuck 6 of a supporting means 3 and a tail stock 8 is constrained by a correcting means 41, and a space wire 20 which has been fed in by an actuator 20 of a winding means 24 is detained to the element 2 by a welding machine 19. Each servomotor 16, 39 for rotating the element and for moving a carriage is brought to a driving control by a control means 48 and a wire leading-out mechanism 25 is operated, and the wire 20 is wound along the longitudinal direction of the element 2. In this case, a winding pitch of the wire 20 is adjusted by controlling a rotating speed of the element 2 and a moving speed of the means 24 by the means 48, and a rotary shaft core of the element 2 is corrected by the means 41. In this way, a wire winding work of the fuel element can be automated completely.
