PURPOSE:To detect a leaked fluid easily, by changing electrostatic capacity by quantity corresponding to the difference between relative dielectric constants of air and the fluid when the internal fluid is leaked from machinery and the gap between capacitor electrodes is filled with said fluid. CONSTITUTION:When leakage was generated in the vicinity of the welded joint part 6 of piping 1, water leaked from the piping 1 is penetrated in a liquid permeable insulating member 11.
