PURPOSE:To reduce the requirement of a positioning accuracy of a valve and an actuator, by forming an end surface of a valve member into a tapering surface, making the tapering surface contact one side edge of an opening of a slotted portion, and then inserting the valve member into the slotted portion. CONSTITUTION:A rod 81a of a first cylinder 81 is extended to move a valve member 1 until an end of the valve member 1 contacts an upper edge 51a of an opening 51 of a slotted portion 5 of a valve shaft 4. A lower edge 1b of the valve member 1 is received in the slotted portion 5 in such a position that a tapering surface 1a of the valve member 1 contacts the upper edge 51a of the slotted portion 5. Then, the valve member 1 is moved downwardly by a second cylinder 82 to make the lower edge 1b of the valve member 1 contact a lower edge of the slotted portion 5. Then, the rod 81a of the first cylinder 81 is further extended again to insert the valve member 1 into the slotted portion 5 by a predetermined amount.
