PURPOSE:To remove the generation of noises without reducing developing quality and to prevent the productivity of constitutional members from being reduced by carrying a developer to the surface of an image carrier by a sleeve consisting of a non-magnetic material arranged coaxially to a permanent magnet roll. CONSTITUTION:The permanent magnet roll 3 having NS poles on its surface is arranged on the lower part of a toner tank 1 and the sleeve 4 is arranged coaxially with the magnet roll 3 so as to be freely rotated. The sleeve 4 is formed like a hollow cylinder by a non-magnetic material such as stainless steel. When the sleeve 4 fixing the magnet roller 3 is rotated in an arrow direction, the toner 2 stored in the toner tank 1 is carried by the sleeve 4 through a doctor gap (d) to form a magnetic brush based upon the magnetic pole on the surface of the magnet roll 3 and slides the surface of a photosensitive body 5 by the magnetic brush. Thereby, an electrostatic image formed on the surface of the photosensitive body can be developed. It is preferable to set up the outer diameter of the sleeve 4 to 16-32mm and its rotational speed to 100-400rpm.
