PURPOSE:To form O/W type emulsion having stability and to promote remarkable viscocity reduction by making the motive power of a stirrer large successively and adding water to heavy oil, mixing and stirring the mixture stepwise. CONSTITUTION:In production of emulsion in pipeline transport and marine transport, etc., of heavy oil, plural pieces of stirrers wherein the stirring conditions are changed are provided and a stirrer having small motive power is used as an initial stirrer and stirring motive power is made large than the previous stirrer as next stirrer and successively the stirrer having large motive power is used. When a mixture of heavy oil and water is slowly stirred, firstly heavy oil partially sheared and emulsion having large particle diameter is formed and thereafter this emulsified material is subjected to small granulation. In such a way, uniform O/W type emulsion is formed and emulsion high in stability can continuously be produced in large quantities.
