PURPOSE:To vary the branching of an optical signal by constituting an optical element of the 1st optical fiber, the 2nd optical fiber, a space to be charged with a filler, and the 3rd core arranged in the 3rd optical fiber. CONSTITUTION:Under the state charging the space with a refractive index matching agent 43, an optical signal transmitted through the 1st optical fiber 10 is inputted to the core 22 of the 2nd optical fiber 20 through the matching agent 52 then transmitted through the 2nd optical fiber 20. When a vacuum pump is connected to a duct 53, pressure in a closed case 51 and the matching agent 52 charged in the space 43 is returned into the closed case 51, so that the matching agent 52 is removed from the space 43 and the space 43 is filled with air to be the filler. Under said state, the optical signal transmitted through the 1st optical fiber 10 is fully reflected on the end surface 11, inputted to the core 32 of the 3rd optical fiber 30 and transmitted through the 3rd optical fiber 30. Consequently, an optical element capable of varying its branching ratio can be obtained.
