PURPOSE:To make a material deliverable in a stable manner, by detecting a lifting motion of the lower point corresponding to a variation in the storage of the material in an accumulator with a sensor, and according to this detection value, controlling a revolving speed of an uncoiler. CONSTITUTION:An uncoiler 2 is driven by an induction motor via an inverter 5, and it delivers a material W out of a coil C by way of an accumulator 3 which stores the material W in wrapping between a roller 7 and a weight roller 8 at both upper ends of a stand 6, and the storage, namely, a material lower position is detected by three pairs of sensors 9. And, when the weight roller 8 is situated in a lower position, frequency is set to be lowish by the inverter 5, and rotation of the uncoiler 2 is set to low speed, and when it is situated in an upper position the other way, the frequency is set to be somewhat higher, thereby adjusting it to high speed. Thus, the material is deliverable at a stable constant feed rate so smoothly.
