PURPOSE:To increase the responsiveness and make a driving portion compact, by providing a movable disc supported to a torsionally elastically deformable torsion bar adapted to be rotated by a piezoelectric element, and also providing a fixed disc mounted to a valve housing. CONSTITUTION:When a valve is in a closed position, each slit 2 of a movable disc 1 is slightly slipped circumferentially from each slit 4 of a fixed disc 3. When a voltage signal is applied to a piezoelectric element 8, the piezoelectric element 8 is extended downwardly [in the direction of an arrow (a)] to twist a torsion bar about its axis (b) by a torsional moment FXL. As a result, the movable disc 1 is rotated in the direction of an arrow (c) to make the slits 2 and 4 coincide with each other, thereby opening the valve. When the voltage signal is cut off, the torsion bar 5 is returned to the original condition before twisted by the elastic force, thereby making the slits 2 and 4 out of communication with each other.
