PURPOSE:To provide the titled compsn. which has excellent pigment dispersibility and coatability and gives a coating film which is sub-incombustible and has excellent flexibility, adhesion and water resistance, by blending a water- soluble or water-dispersible acrylic copolymer with a specified aq. resin dispersion and an alkali metal titanate. CONSTITUTION:An acrylic monomer (a) is copolymerized with an alpha,beta- ethylenically unsaturated carboxylic acid monomer (b) and a monomer (c) having a polymerizable unsaturated double bond and an alkoxysilane group to obtain a water-soluble or water-dispersible acrylic copolymer (A) having an MW of 10,000-30,000. 100pts.wt. alpha,beta-ethylenically unsaturated monomer (d) is emulsion- polymerized with 0.1-10pts.wt. component (c) and 2-15pts.wt. colloidal silica (e) having a particle size of 4-100mmu in an aq. medium to obtain an aq. resin dispersion (B). 100pts.wt. of the combined amount of the components A and B is blended with 10-100pts.wt. alkali metal titanate (C) of the formula (wherein M is Li, Na or K; n is 0-8; m is 0-4) such as fibrous potassium titanate having a length of 5mu or above and an aspect ratio of 20 or above.
