PURPOSE:To surely inhibit a dubbing recording by providing a gate means outputting an inhibition control signal of dubbing recording when either a detection signal or a command signal is inputted and a recording control means using the control signal to inhibit the recording. CONSTITUTION:A dubbing inhibition code discrimination circuit 11 inputs a dubbing inhibition code outputted separately from a circuit 10 and whether or not the dubbing recording is inhibited by the discrimination of the inputted dubbing inhibition code and when the inhibition is identified, a high level inhibition detection signal is outputted. A sampling frequency discrimination circuit 16 uses a count signal of a counter 15 to discriminate a sampling frequency fs of a sound data included in a digital reproducing signal and outputs a high level forced inhibition command signal. An OR gate 17 forming the gate means inputs either or both of an inhibition detection signal of the circuit 11 and a forced inhibition command signal of the circuit 16 and outputs a high level inhibition control signal to a recording control means.
