PURPOSE:A healthy seedling growing agent of rice plant capable of growing healthy seedling of rice plant having improved properties of seedling by blending soil with the agent before seeding or applying the agent to soil after seeding, comprising 3-hydroxypyrazine or its derivative as an active ingredient. CONSTITUTION:A healthy seedling growing agent of rice plant especially having improved effects on improvement in properties of seedling in raising of seedling of rice plant in box, containing a compound shown by the formula (R<1> and R<2> are H or 1-10C alkyl) as an active ingredient. Since the healthy seedling growing agent has promoting effects especially on rooting of seedling of rice plant, healthy seedling of rice plant having improved properties of seedling is obtained by blending soil with the agent before sowing of seeds or applying the agent to soil after sowing in the concentration of the active ingredient of 0.0001-1wt%, preferably 0.001-0.1wt% in the case of raising of seedling of rice plant. The compound may be a product by a microorganism or chemically synthesized from amino acid such as glycine, etc.
