The device comprises: a fixed support 4; a first arm 5 carried by the fixed support 4 and arranged so as to revolve with respect to the latter about a first articulation pin 6; a second arm 7 carried by the first arm 5 and arranged so as to revolve with respect to the latter about a second articulation pin 8; a member 9 carried by the second arm 7 and arranged so as to revolve with respect to the latter about a third articulation pin 10, this member 9 carrying the tool or the like 2; means 15, 16, 17 for rotationally driving the first arm 5 with respect to the fixed support 4; first reaction means 18, 20, 21 between the fixed support 4 and the second arm 7 so as to cause the latter to revolve with respect to the first arm 5 when the latter revolves with respect to the fixed support 4; second reaction means 22-24 between the first arm 5 and the said member 9 so as to cause the latter to revolve with respect to the second arm 7 when the latter revolves with respect to the first arm 5, the first and second reaction means being arranged so that, during the rotation of the first arm 5 with respect to the fixed support 4, the said member 9 remains in a fixed angular position with respect to the first arm 5.
