PURPOSE:To automatic plate tensioning and loosening work without requiring an exclusive power source, by providing an engaging member for fixing a lever to the outer end part of a cam shaft and contacting with the lever and an engaging member moving and driving apparatus for moving the engaging member between the position on a moving locus and a retracting position in the side of the fixing member of a printing press. CONSTITUTION:When a plate is clamped, a rotary actuator 9 is driven and a plate cylinder is rotated to the direction shown by an arrow (a). Whereupon, the roller 5a of a lever 4 rotating and moving along with the plate cylinder 1 is pressed by a kicker 8, and the lever 4 and a plate tensioning cam shaft 3 are rotated to a plate tensioning direction and lower teeth are moved to the plate tensioning direction to tension the plate. When the plate is loosened, the plate cylinder 1 is rotated to the direction (b) and the roller 5b of the lever 4 rotating and moving along with the plate cylinder 1 is pushed by the kicker 8, and the lever 4 and the plate tensioning cam shaft 3 are rotated to a plate loosening direction to loosen the plate.
