PURPOSE:To secure a receiving buffer area to another multi-link even under a high traffic state, by processing the unarrived packet of a younger number as a missed packet when the number or total length of the received packets connected with a queue terminal for rearrangement reaches a control value. CONSTITUTION:When packet transfer is performed between nodes 1 and 2 through a multi-link 3, a receiving section 4, missed packet timer 5 which is actuated when packets do not arrive in the order of number in such a way that a younger number of packet do not arrive, queue terminal 7 for rearrangement which accumulates received packets in a receiving buffer 6 and is connected with the buffer 6 simultaneously with the actuation of the timer 5, and queue length control section 8 which detects whether or not the number or total length of the received packets of the receiving buffer 6 connected with the queue terminal 7 reaches a control value are provided. When the missed packet timer 5 is actuated ad, since the younger number of packet does not arrive, times out, missing information is issued. Then the received packets connected with the queue terminal 7 are successively sent out in the order of number.
