PURPOSE:To self-oscillate a converting switching element with a simple circuit and facilitate voltage control, by turning the converting switching element ON/OFF based on the charged voltage of a condenser and the both end voltage of a current detecting resistance. CONSTITUTION:DC voltage is applied to terminals 1, 4, and when a condenser 15 is charged to come to a specified value, then an FET5 is turned ON. When the FET5 is turned ON, then current flowing to a transformer 2 is increased. When the terminal voltage of a current detecting resistance Ri is gradually heightened and comes to a specified voltage, then a transistor 19 is turned ON, and the FET5 is turned OFF. The point of time when the ON-state of the FET5 is turned OFF is changed depending on current detecting voltage VA and bias voltage VB.
