PURPOSE:To obtain a clear reproducing picture by storing a picture from a television camera on a frame memory, and controlling contrast or luminance corresponding to the number of times of picture reproduction. CONSTITUTION:As for bits of picture information of television cameras 4 and 5, when storing on frame memories 32 and 34 in a remote terminal equipment 3, the number of frames of pictures are thinned out with the output signals 36 and 38 of a frame thin out control circuit 35, and according to the degree of thin out, the contrast and/or the luminance of the picture is adjusted, and when the thin out degree of a frame is large, the degree of the contrast and/or the luminance is increased. The bit of picture information in which the optimum contrast and the luminance has been obtained is transmitted to a central control device 1 through code circuits 31 and 33, and a transmission control circuit 30, and through a transmission line 2. Signals received at the central processing device are distributed by every bit of information to compound circuits 41 and 42 by a transmission control circuit 40, then being supervised with monitors 9 and 10.
