PURPOSE:To carry out a read and a write trasferring a signal exactly by mounting a contact forcibly and rotatably on a contact base linked with a means which performs an upward and downward movement. CONSTITUTION:A contact 10 travels downward progressively, and the tip of the contact 10 is brought into contact with an electrical contact part 2 on an IC card 1, but, a contact base 5 continues a turning in arrow head direction even in such a case. And a spring 14 is compressed, and the contact 10, of which the tip press-contacts with the electrical contact part 2, is rotated as it is forcibly with a spiral shaped guide 9 and a spiral shaped projecting strip 11 utilizing a spring force. In such a state, when the stroke of a solenoid 7 arrives at the maximum level, the contact base 5 is ceased to move, and also the contact 10 is ceased to rotate. Consequently, even when a dust, etc., is stuck on the electrical contact part 2 at the tip of the contact 10, an electrical contact can be surely obtained, by surely eliminating the dust. In this way, the transfer of the signal can be surely performed, and an exact read and write on the card can be carried out.
