PURPOSE:To attain continuous compression processing and to improve a compression efficiency by selectively separating a data accumulation area in a restoration memory with respect to each picture and securing right and left areas read-out as reference picture elements as a blank area. CONSTITUTION:In terms of each picture, a start address STXi in an image development memory 26 and a line length W are inputted to a picture data restoration device. An address conversion circuit 11 selectively converts the start address STX in a restoration memory 2 at every picture. Mutually approaching start addresses STXi such as P1 and P2 are set in different areas, and such separation is made in the restoration memory 2 that the blank area of width more than that read-out is secured as a reference picture. Even if plural pictures are crossed in reference picture.
