PURPOSE:To improve the efficiency of a job for supplying cooling water and to reduce remaining air, by supplying water into an engine cooling water passage with air remaining therein and evaporating the water together with the remaining air in an exhaust process effected by vacuum evacuating means for exhausting the cooling water system. CONSTITUTION:After a filling gun 15 has been mounted on a cooling water inlet of a radiator R, a primary vacuum evacuation of a cooling water passage is effected by a vacuum pump 2. When an indication of a vacuum gauge 3 has reached a set degree of vacuum, a vacuum opening and closing valve 1b is closed and a water supply start valve 12b is opened so that a water pump 14 supplies a prescribed amount of cooling water into the cooling water passage and evaporates it in reduced pressure to produce mixed gas with remaining air. Then, the vacuum opening and closing valve 1b is opened for effecting a secondary vacuum evacuation. After the cooling water passage has been filled with water vapor, an opening and closing valve 5b for supplying cooling water supplying cooling water is opened and a water supply pump 7 is driven to supply cooling water from a cooling water tank 6.
