This device comprises a telescopic arm 1 provided at its end with a manipulation head 2 which pivots according to at least one pivot pin 3. It is characterised in that it comprises at least one endless belt 5 passing over pulleys, these pulleys comprising: - a first pulley 4 whose axis is coincident with the pivot pin 3 of the head 2, this first pulley 4 itself being securely fastened to the head; - at least one pair of second pulleys 10, 11, 12, 13 which can move symmetrically; - return pulleys 6, 7, 8, 9; - two drive members 20, 17 connected, one to the belt 5 and the other to the second pulleys so as to modify the angular position of the head and the length of the telescopic arm. <IMAGE>
