PURPOSE:To regenerate a fluorine-containing cation exchange membrane having multilayer structure and degraded performance, by crushing the degraded cation exchange membrane to granules, heating and melting the granules in the form of a film and laminating the film with a separately produced film under melting. CONSTITUTION:The degraded cation exchange membrane to be regenerated is a film having multilayer structure consisting of (A) the first film composed of a fluorine-containing polymer (preferably perfluoropolymer) having carboxylic acid group and a thickness of preferably 5-70mum and (B) the second film composed of a fluorine-containing polymer having larger thickness and smaller specific electrical resistance than the film A and containing cation exchange group (carboxylic acid group, phosphoric acid group or sulfonic acid group). The degraded cation exchange membrane is crushed to granules, the ion exchange group of the granule is converted and the granules are heated and melted to obtain a film. The film is used as the second film and is laminated with a newly prepared first film A under melting to obtain a regenerated cation exchange membrane.
